The Telegraph and Argus reports the soon-to-be-defunct agency Yorkshire Forward bought the city's former Odeon building in 2003 for £2 million and a contest for the redevelopment of the former cinema and theatre followed.
In 2006 the contract was won by developer Langtree Artisan and while Bradford Council gave consent to the designs for New Victoria Place last year, it is subject to a legal agreement that has not yet been signed.
The £40 million New Victoria Place is set to feature offices as well as leisure space.
