Women working in serviced offices in Cardiff or elsewhere may be some of the workers that a recruitment expert has said should be promoted on their own merits, rather than due to government quotas.
Carmen Watson, managing director of Pertemps Recruitment Partnership, claimed she is "totally against" this kind of policy.
Females ought to reach the boardroom because they "have the skills and experience" required and are "firm in their conviction" that they want to achieve this position, she stated.
Lord Davies called for a report on boardroom quotas, with a six month review date falling on August 24th 2011.
It appears that British firms are unlikely to achieve any of the targets in this policy, indicating that "something outside" of quotas will be needed to improve gender diversity in these roles, Ms Watson argued.
Currently, boards for FTSE 100 companies have better female representation (12.5 per cent women) than those in the FTSE 250 (7.8 per cent).
