Huge confusion has been created within environmentally-friendly firms - such as those using serviced offices in Cardiff - by government legislature, it has been noted.
James Murray, editor of BusinessGreen.com, said the coalition's inclusion of green measures within the Comprehensive Spending Review has caused this uncertainty.
"[It needs] to stop chopping and changing the policy, [it needs] to set a clear policy and stick with it," he added.
Mr Murray noted the government has to ensure the sector is supported by a green investment bank that is large and well capitalised.
The UK must also put money towards more renewable energy sources over the next ten years, as it attempts to meet carbon targets and tackle climate change, he claimed.
According to the Trade Unions Congress, thousands of jobs will not be created and a move to a low-carbon economy threatened if the government does not continue to supply economic assistance to the green recovery of the UK.
