Businesses, such as those using serviced offices in Cardiff, could benefit from more frequent visits from the Health and Safety Executive (HSE).
Dr Luise Vassie, head of research and technical services at the Institution of Occupational Safety and Health, said a large number of firms may go for long periods without having an inspection by the HSE.
She stated that the examination of a company's procedures can be important as they help an enterprise to identify their safety needs and can make them more efficient.
Dr Vassie noted that the onus should be on the business to deal with any issues and added there may be a decrease in the number of HSE inspectors employed as a result of government spending cuts.
"We would urge businesses – managers and employees together - to take a proactive and proportionate approach to managing the health, safety and wellbeing of everyone in the organisation," she advised.
According to figures released by the HSE last month, the UK has the lowest rate of injuries resulting in a fatality in Europe.
