Employees working in serviced offices in Edinburgh may be feeling de-motivated following the recent budget cuts.
Dilys Robinson, principal research fellow at the Institute for Employment Studies, explained how the current economic situation is likely to be compounding staff anxieties.
She claimed that public sector workers in particular may be feeling "unvalued" and have concerns about their future.
It was suggested that older jobseekers are worried they may not be desirable to employers.
"Public sector workers who are being made redundant may not find it easy to find jobs in the private sector, as the latter is still being very careful about new recruitment," Ms Robinson stated.
Another source of low morale could be the reports about large bonuses being given to those in the banking sector, which causes a feeling of unfairness, the expert remarked.
Her comments follow a recent survey by Monster.co.uk that revealed 73 per cent of individuals are unhappy in their current roles.
